Massachusetts House Passes $63.4 Billion FY2027 Budget 142-6

BOSTON — July 1, 2026 — Massachusetts House passes $63.4 billion FY2027 budget 142-6, fulfilling Student Opportunity Act. The House voted Tuesday to engross and enact House 5555, the fiscal year 2027 general appropriations conference report totaling $63,416,035,455, with House Ways and Means Chair Aaron Michlewitz of Boston praising the spending plan for leaving the rainy day fund untouched and imposing no new taxes or fees. Chapter 70 school aid is funded at $7.65 billion — the sixth and final year of the Student Opportunity Act — with minimum aid raised to a record $160 per pupil and total local aid approaching $10 billion. Fair Share revenues of $2.7 billion fund $465 million for the MBTA and $360 million for C3 early childcare grants. The House also passed 149-0 a campaign finance reform bill, Senate 2916, banning pay-per-signature petition gathering and creating a new 13-member commission to study the initiative petition process; Minority Leader Bradley H. Jones, Jr. of North Reading, casting what he called his final vote on a general appropriations bill after 33 budgets, voted in favor and called the spending plan "a good foundation."
