Massachusetts Senate Passes FY2026 Supplemental Budget With Emergency Preamble

BOSTON — April 6, 2026 — Massachusetts Senate unanimously passes FY2026 supplemental appropriations bill with emergency preamble in a brief Monday session. House No. 5348, an act supplementing existing FY2026 appropriations, cleared every procedural step in rapid succession, including a standing vote of 2-0 to adopt an emergency preamble allowing immediate effect upon the governor's signature. Senator Peter J. Durant of Worcester and Hampshire led procedural motions throughout the session. The Senate also passed to be engrossed Senate No. 2552 authorizing the Town of Berkeley to recall elected officials — with an amendment substituting a new draft as Senate No. 3018, offered by Senator Kelly A. Dooner of Bristol and Plymouth — along with House No. 3213 expanding Springfield's authority to help residents meet local tax obligations, and concurred in House amendments to Senate No. 2859, amending the charter of the Town of Sandwich. A joint rules order extending the Committee on Public Health's reporting deadline on a celiac disease screening pilot program to April 17, 2026, was also adopted on a report signed by Assistant Majority Leader Joan B. Lovely.
