Massachusetts House Passes Consumer Data Privacy Act 146-0 in Bipartisan Vote

BOSTON — June 4, 2026 — Massachusetts House votes unanimously to pass sweeping consumer data privacy bill. The House voted 146-0 Wednesday to engross House No. 5472, the Massachusetts Consumer Data Privacy Act, banning the sale of precise geolocation data, prohibiting targeted advertising to minors, and establishing enforceable consumer rights to access, correct, delete, and opt out of the sale of personal data. Representative Tricia Farley-Bouvier of Pittsfield, who chaired debate, called the current landscape "the largest unregulated extraction of information in the history of civilization." The bill applies to businesses processing data from more than 100,000 Massachusetts consumers and allows a private right of action only against the largest data holders — those handling data from at least 2 million consumers in a prior year. Representatives David T. Vieira of Falmouth and Simon Cataldo of Concord highlighted the bill's bipartisan support and its first-in-the-nation neural data protections. The House also enacted 148-0 Senate No. 2563, removing 22-year-old antiquated language about people with intellectual and developmental disabilities from all 371 sections of state law, and approved 147-0 a temporary summer pilot allowing municipalities to extend liquor license hours for FIFA World Cup and America's 250th anniversary events.
