Massachusetts Conference Committee Convenes to Reconcile Competing Pet Welfare Bills

BOSTON -- Massachusetts lawmakers open conference negotiations on dual pet equity and safety bills. The joint conference committee held its first meeting July 31, with Senate Co-Chair Paul Feeney of the Bristol and Norfolk District and House Co-Chair Representative O'Day presiding over a session that introduced all six conferees but resolved no policy differences. The House bill, number 5589, contains roughly 43 sections compared to 19 in Senate bill 3028, covering issues ranging from kennel regulation to pet protections for seniors and public housing residents.
Senator Jason Lewis called the bill a potential capstone to his legislative career, and Senate Minority Leader Bruce Tarr said the two chambers enter negotiations "not different in purpose." Feeney outlined a three-track staff-and-chair process for reconciling the bills, aided by a crosswalk document already prepared by both chambers' staff teams.
