Massachusetts Cannabis Conference Committee Signs Reform Bill at Springfield Ceremony

BOSTON -- April 6, 2026, Massachusetts lawmakers signed a sweeping cannabis reform bill in Springfield, advancing the state's third major overhaul of its cannabis regulatory framework. The Joint Committee on Cannabis Laws conference committee, co-chaired by Representative Donahue on the House side and Senator Gomez on the Senate side, signed the conference report April 6 following roughly four years of negotiations. The bill restructures the Cannabis Control Commission, creates a new public portal for reporting illegal conduct, modernizes license caps, removes the vertical integration mandate for medical operators, expands social equity business pathways into the medical marijuana market, updates purchase and possession limits, and directs study of hemp-derived products. Senator Joe Comerford, minority members Representative Soder and Senator Peter Durant, Senate President Karen Spilka, and Ways and Means Chairman Rodrigues were all credited with supporting the effort. Gomez called the result "a strong balance and a meaningful step forward" while acknowledging it is "not a perfect bill." The conference report now goes to both full chambers for a vote.
