Falmouth Charter Petition, Animal Fund Overhaul Heard by Massachusetts Municipal Committee

BOSTON — March 3, 2026 — Massachusetts municipal panel hears Falmouth clerk appointment bill, animal fund fix, and Plymouth land account. The Joint Committee on Municipalities and Regional Government, co-chaired by Representative Jack Patrick Lewis and Senator Rebecca L. Rausch, took testimony Tuesday on H5107, a home rule petition to convert Falmouth's elected town clerk post to an appointed position ahead of a planned May retirement. Falmouth Select Board Chair Robert Muscalli said the change is urgent, with a voter referendum set for May 19 and state and federal elections to administer in the fall for more than 28,000 registered voters. The committee also heard support for H4849, which would restructure the Massachusetts Animal Fund — currently carrying a four-year waitlist — by allowing sliding-scale pet-owner contributions and redirecting roughly $40,000 annually in Chapter 129 fines into the fund, producing what advocates called a three-to-one return on investment for municipalities. A third bill, H4887, would let Plymouth establish a special revenue account for land acquisition tied to the town's active master plan.
