Consumer Committee Hears Testimony on Nitrous Oxide, HVAC Licensing, and Auto Warranty Bills

BOSTON — February 4, 2026 — Massachusetts lawmakers hear a wide-ranging batch of consumer protection bills in Boston. The Joint Committee on Consumer Protection and Professional Licensure, co-chaired by Senator Pavel M. Payano and Representative Tackey Chan, received testimony February 4 on more than a dozen late-filed bills and home rule petitions. Representative John Barrett urged passage of H-4907 to restrict retail nitrous oxide sales statewide, noting Northampton is currently the only Massachusetts municipality with a local ordinance on the issue. Southbridge's economic development director Peg Dean testified that the town needs an extension on seven district liquor licenses secured in 2022, citing more than $27 million in public infrastructure investment delayed by a wave of municipal staff departures. The Alliance for Automotive Innovation estimated that H-4019, a dealer warranty reimbursement bill, would cost manufacturers roughly $155 million annually in Massachusetts alone and urged the committee not to advance it. The Massachusetts Package Stores Association told the panel the state's more than 3,200 off-premise alcohol retail outlets already outnumber those of the other five New England states combined.
